The Bay Valley Athletic League was founded in 1988-89, and has undergone multiple realignments. The current membership of the league encompasses the six Division I high schools from the North Coast Section that reside east of Mt. Diablo.

Steve Ahonen is the current BVAL commissioner, having taken over for Bud Beemer in 2019. Beemer served 13 years in the position, after taking over for John Nules in 2006.
Three school districts are represented within the league:
- Pittsburg USD (Pittsburg HS)
- Antioch USD (Antioch, Deer Valley)
- Liberty UHSD (Freedom, Liberty, Heritage)
